FB ads are not cheap and if you were to throw your advertising net wide and say, for example, target all women between the ages of 16 and 65, I can guarantee you will pay high prices and your click through rate will be dismally low. In my experience, the more you segment a group the better the chances of a successful advert.
Whether you are using the advert to advertise something on your website or to create awareness, you need to make the copy of the advert and the picture you are allowed uploading, enticing. Your aim is to get people to WANT to click through to your website or your fan page/group – just saying something like "We write amazing copy" with a picture of a pen for example will not do very well when compared to something like this:
There is no harm in also thinking out the box a little when it comes to your target market. For example, a travel related site would like to promote a weekend special to Mauritius. You could target all those people interested in travel or island holidays BUT you could also target women between the ages of 21 and 40 who are in a relationship because if you think about who influences 'romantic holidays', you will see that it is usually the women who bring it up first and therefore will be more likely to click through from the advert to the page where this special is being promoted.
There are very clear reports also available on the advertising platforms which will tell you how well your advert did in terms of click-through-rate (CTR), this is measured as a percentage of how many people clicked on your advert verses how many times the advert was served on a specific profile. The higher the CTR, the more effective the advert.
